These Terms of Service govern users’ rights and obligations regarding the use of content and services offered by digital platform „For a Safer Click“, with an Internet address at learn.cert.rs/, owned by the Regulatory Agency for Electronic Communications and Postal Services. Anyone wishing to access or use services provided by this Platform is free to do so by abiding by the rules of these Terms of Service.
I. Purpose
The purpose of digital platform "For a Safer Click“ is to raise citizens’, public officers’ and companies’ awareness and build knowledge in the area of information security. The platform contains and covers current cyber security themes and topics, enabling the acquisition of basic or advanced awareness levels regarding cyber security.
The Platform Owner reserves the right to modify the platform (with regard to its content, functionality, service and configuration), or to suspend or terminate access to some Platform elements, at any time and without prior notice.
Access to selected content and services available on the Platform can be made before user registration.
Additionally, the Owner can administer or manage the Platform directly or via a third party, which shall be without any prejudice to the provisions stipulated under these Terms of Service.
II. USER
The User is obliged to use this Platform responsibly and purposefully. With this in mind, the use of any type of software enabling automatic interaction or export of content or services provided via the Platform is prohibited. In addition, the User agrees to use information, content or services offered by the Platform in a lawful manner, in compliance with the Terms of Service stipulated under this document, including the rules of morality, public establishment, applicable laws, and to restrain from committing any acts that may affect third persons’ rights or in any way undermine the functioning of the Platform.
The User agrees to provide accurate data and information if required to do so in order to access some of the content, products or services made available in this Platform. Furthermore, the User shall immediately inform the Owner about any event that could potentially lead to the unlawful use of registration information, such as: hacking, loss or unauthorized access to accounts and/or to passwords, and shall promptly cancel the account in order to protect the Platform.
The Owner shall reserve the right to delete all users’ comments violating the law, attacking human dignity, encouraging any kind of discrimination, affecting third persons’ rights, public order or the system of moral values, including those which, by the Owner’s discretion, are inappropriate for the public. In any of these cases, the Owner shall not be deemed responsible for the opinions expressed in the comments.
III. Limitation of Owner’s Liability
The Owner cannot guarantee the continuity and availability of the content offered via this digital Platform, but shall undertake all necessary measures needed for the maintenance and functioning thereof, without entailing any kind of Platform Owner’s liability.
Furthermore, the Owner shall not be held responsible nor can he guarantee that external content or software accessed from this Platform are free from bugs or malware that can cause damage to the software or hardware of the user’s device from which the access to this Platform is made.
If the User suffers any damage caused by irresponsible or inadequate use of the Platform, the Owner shall not bear the consequences. The Owner shall not be liable for any damage possibly occurred during the access or the use of the Platform.
IV. External Links Policy
For the purpose of enhancing the users’ experience, this Platform may contain links, content (pictures, video clips, comments and similar) or services provided by other Internet pages owned or managed by third parties. The Owner shall not control the external web pages’ content, nor shall he consider as his products or services the content or material contained therein, therefore the Owner cannot give warranties with respect to the availability, accuracy, truthfulness or legal status of the external links accessible from this Platform. In addition, the Owner shall not be liable for any damage possibly incurred to the User as a result of the use of external websites accessible from this Platform.
V. Industrial and Intellectual Property Rights
The Owner himself or in the capacity of assignor is the owner of all industrial and intellectual property rights in connection with this Platform. These shall include: a source code enabling the functioning of the Platform, pictures, video or audio databases, logos, signs, color combinations, structures, design and other recognizable elements. These elements shall be copyrighted under the Serbian laws governing industrial and intellectual property rights and the international legislation, as deemed necessary. For this reason, any reproduction, distribution or disclosure of the Platform content for commercial purposes, in any format or medium, without the Owner’s authorization, shall be explicitly prohibited. The User agrees to abide by the Owner’s industrial and intellectual property rights. However, the User is allowed to view the portal elements and to print them, copy them or store them, as long as those are used exclusively and strictly for non-commercial purposes.
On the other hand, the User shall restrain from removing, altering or manipulating any content, file or portal element, nor shall he under any circumstances undertake any action compromising the security of computer files or databases that may be protected either by restricted username and password access or by the fact that the User is not authorized to view, edit or manipulate them.
If the User or any third person feels that any of the content contained in this Platform possibly violates the industrial and intellectual property rights, they should immediately report such situation to the Owner via contact points available at the Platform:

VI. Governing Law and Jurisdiction
The Owner reserves the right to launch any criminal or civil proceedings he may deem necessary due to improper use of this Platform, its content, products or services it offers, or due to the failure to comply with the provisions of these Terms of Service.
The relation between the User and the Platform Owner shall be governed by the applicable laws of the Republic of Serbia. In the event of any dispute pertaining to the interpretation and/or implementation of these Terms of Service, the Owner and the User are obligated to engage in an attempt of a peaceful dispute resolution, or failure to do so, to address the matter before the competent court at the headquarters of the Platform Owner.
